Graduada en Pedagogía y en Psicología en la Universidad Federal do Río Grande do Sul (1972-1988), Maestría en Educación en la Universidad Federal do Río Grande do Sul (1977), Doctora e Ciencias – Psicología en el Instituto de Psicología de la Universidad de São Paulo (1986). Fue profesora titular de la Universidad Federal do Río Grande do Sul, docente permanente, e invitada en la Maestría en Psicología Social e Institucional/UFRGS y en el Programa de Pos Graduación Informática en la Educación/UFRGS. Coordinó investigaciones en el Laboratorio de Estudios Cognitivos (LEC/UFRGS) y fue asesora del Ministerio de Educación. Sus líneas de trabajo son en el área de Psicología del Desarrollo Cognitivo, con énfasis en Aprendizaje, actuando principalmente en las siguientes áreas: informática educativa, educación a distancia y en psicología cognitiva.

Preside actualmente la Fundação Pensamento Digital, organización no gubernamental que actúa en el proceso de inclusión digital de comunidades económicamente desfavorecidas.

Es Licenciado en Ingeniería en Computación del Instituto Tecnológico de Monterrey, México, y un título en Ciencias de la Computación y un doctorado en Gestión de la Ciencia, ambos de la Universidad de Waterloo, Canadá.

Ha sido profesor en el Instituto Tecnológico de Costa Rica, la Universidad de Tulane y el INCAE (Costa Rica). De 1989 a 2005, formó parte del Departamento de Ciencias de la Computación en la Universidad de West Florida (UWF). Sus investigaciones incluyen: uso de computadoras en la educación, la gestión del conocimiento, la adquisición de conocimientos, de recuperación de información, y la interfaz hombre-máquina. Actualmente sus proyectos de investigación en el IHMC son sobre: Modelado e Intercambio de Conocimiento, Herramientas de Colaboración para la Educación y para la investigación, construcción del conocimiento basado en Multimedia y Herramientas de navegación y la educación a distancia. Ha publicado extensamente y ha dado conferencias a lo largo de muchos países.

Es Licenciado en Ciencias Físicas (UBA) y Doctor en Economía (UBA). Actualmente se desempeña como funcionario en la CEPAL, Naciones Unidas en la División de Recursos Naturales e Infraestructura. Es o ha sido profesor universitario en cursos de grado y posgrado en la Universidad de Buenos Aires, la Universidad Nacional de Quilmes, la Universidad de Santiago de Chile, la Universidad de Chile, la Universitat Jaume I de Castellón, España y la Universitá di Bologna. Autor de numerosos artículos publicados en revistas científicas y capítulos de libros en tan variados temas como el análisis económico cuantitativo, los sistemas de información geográficos y los sistemas complejos adaptativos aplicados a la evaluación de impactos económicos de políticas públicas, el desarrollo sostenible, el cambio climático y la sociedad de la información. Fruto de un start-up tecnológico que emprendió hace unos años publicó recientemente el libro: “La Red y el futuro de las organizaciones: Más conectados… más integrados?” (http://j.mp/Kier). All articles submitted will be reviewed and weighted according to their relevance, originality, consistency and clarity by at least two reviewers from the same area.

ARTICLE STRUCTURE
The work should be well organized, with ideas developed and the concepts described in a logical and coherent way. It should describe:
• The problem of interest and motivation / justification of the research.
• The research problem and how it fits into the state of the art.
• The scope and limitations of research.
• The methodology to achieve the purposes of research.
• The main contribution of research to the LACLO community.

AUTHORS GUIDE
• The length of the document should be 6 to 8 pages, including references, tables and figures.
• It is recommended to organize the text into sections:
- Introduction: In summary, introduces the problem, the research problem and its relevance.
- Justification: Present the problem and the problem of research in the context of the state of the art, highlighting its importance.
- Methodology: Presents the scope and limitations of the project and the methodology.
- Progress: Describe the work done to date and summary of experience (eg achievements, obstacles, questions).
- Contribution: In conclusion, we justify the importance for the community, its benefit and contribution to research.
• Entries should be submitted electronically through the electronic form in the web site.

PANEL
At the end of the session of the doctoral consortium will be a panel including senior researchers that will answer questions provided prior to and during the session by young researchers participating in the consortium. The questions may be on any aspect of research and development in the area (eg process for obtaining a doctorate, why, how and where to publish; views looking in the area, research groups in specific areas existential doubts.)
